These coatings work on temperature differentials. Think about an intercooler. very high surface area, low mass, very high airflow with a large temperature differential between cooling air and charge temperature. Here a dispersant works quite well. A plenum is the exact opposite of an optimal configuration for heat dispersion. The plenum is bolted to the engine which is very hot, and very massive. The plenum has a pitiful surface area to mass ratio, by itself, and if you count the engine, it goes to a negligible amount of surface area. The plenum sits in a hot engine bay with little cool air or air flow.
